It might be difficult to guess at once, but with good guessing you can narrow it down quite a bit I think. I'll add that it is a character known from literature.

I know that statue from somewhere... I've seen it on photos before. But have no idea where it is or who he was.

I have absolutely no idea. It looks Slavic, but I can't for the life of me guess who it portrays.

The statue was a gift from the German Emperor Wilhelm II.

It is Pieskowa Skała castle located in the in the valley of river Prądnik. After your hint it was really easy because of Zodiac clock.

Lol, Jagmodo beat me to it. Good on ya. I found it because it's a castle in eastern Europe and I guessed it would be Poland because that's where Aquila is from. In addition I checked for the keyword "loggia" as a striking architectural feature.

Yes, it is located inside a country that would belong into Middle East by traditional definition of it...

Found very little info at all, but from what I found it's the "abduction of Europa" and I found some blurry holidy picks suggesting it's in Alexandria, Egypt.

You are completely right. This statue is in front of Bibliotheca Alexandrina in Alexandria, Egypt. Your turn and + rep of course.
