So, while I was having a look through the building browser I saw that the Pantheon originally dedicated to Dioscuri gives +3 experience, which faction gets to build this temple?

The internal temple type is 'horse'. The factions that can build the first level are: Gauls, Slavs, Scythia, Pontus. Of those, only Pontus can build the last level and get the +3 bonus. Of course other factions can upgrade them if they happen to capture a settlement that already has one.
