Default Biceps progress - Is it good?

So for about 4 months I've done some working out with dumbbells at home and now I'm going at the gym for about a month. In the beginning my biceps mesaured 31cm.After the 4 months at home I've gained 4cm (that means 35cm), and now, after one month in the gym my biceps is 36cm.Is that a good progress for a total 5 months of training?Note that I take no supplements.

It's growing, isn't it? Therefore, it's good progress.

I really can't comment on whether this is 'fast' or 'slow' progress without having any sort of information on your height, weight, age, body-type, genetic make-up,...; nor do I really want to. The most important thing is you're making progress at a steady rate.
You shouldn't torture yourself with the question of whether or not it's fast or slow compared to others. You're working on your body, you are getting results. That should be good enough to motivate you, shouldn't it?

It really depends on how tall you are. I have 16 inch biceps, but I am 6 foot 4 so its difficult to pack on arm muscle.

I am 16 years old, 5 foot 9 or 10 and still growing rapidly.Last year I was 5 foot 6, so yeah, I guess I am having some sort of a growing spurt. In these 5 months I've gained a total of 20kg, and when I began I weighed 50kg.The last month I've cut down 2kg of fat (currently 68kg) and I've revealed a four pack. Now working for a six pack.I have 11%-12& body fat.

I've gained a lot, since I started to really grow. Also I eat high protein foods, taking it easy with the carbs, lots of veggies and fruits, oats etc.

4 cm in arm circumference in that short amount of time is a great improvement. If you just started working out, which it seems from your post, you did, then don't get discouraged as your progress slows down now. It will continue if you keep at it, but that first burst of muscle growth in the first 6 weeks of training is exponential. Not to discourage you though, good luck and keep up the good work!
