First of all, a Consul cannot Veto, second, if he could, he would have to utter the word 'Veto' to do so. And Equestris is not Dictator, and will never be. And you take that pest out of these halls before I do.

ooc: It means the consuls are not allowed to veto any Senatorial motion, the are only allowed to veto each other's decisions. Your dog can veto all it wants, it's not gonna change anything.
