    yes you can.
Spoiler Alert, click show to read:

this is a screenshot of my ayubbid campaign in 1.05 that i posted a while ago. you can clearly see the two forts on the silk resources. one of which is selected and full of merchants as you can see at the bottom. let me asure you that all of them generate income. also all of them pick up monoplist and other traits. the income of my merchants was nearly the same as my trade income in that game.

You are right, but in the extent that you are talking about Mods that require the Kingdoms's official expansion pack for MEII TW, BC does not require it, So, you can have a merchant fort. (Though 2.02 does a good job choking you out of merchants)

Last time I played 2.0, I could hardly get any merchants, Compared to how easy it was in 1.05 =p

you need lvl 2 markets to recruit merchants since 2.0. so you don't get that many merchants at the start of the game. but after some time you're again at one merchant per citytype settlement.

in my KoJ game in 2.01 i did exactly that. did you own the region? was there another unit adjacent to your family member when you tried to build one?

yes without problems. i can get you a screenshot sunday evening if you don't believe me. the only thing that comes to my mind that would keep one from building a fort or tower somewhere is another object(army, agent, port ...) directly adjacent to it.

There's a bug with M2 where if there's a flood, you can't build watchtowers or forts. I think deleting map.rwm or whatever fixes that, but I could also be wrong

    so

Well, think of that fort as trade center or something :p
i mean i cant utilize that tactic anyways, because
i simply cant produce enough merchants to even fill up a single fort...
2.02 really crushes down on merchants.

still, with the old tactic, i gain about 5k every turn, which is good in my eyes...

i only played for a few turns but i couldn't find any. khwarezm doesn't have much light troops of any category.

edit: but you probably get some once you get settlements out of your native regions. the regional recruitment pool can really plug the holes in your own. espescially as sindh.

Yeah but with Khwaresm you start in the middle of the steppes - no light cavalry seems strange

well you have a bunch of HA from the start. if you use them wisely they'll last for some time. although taking samarkand (sp?) in the first turn, which i did, cost some of them.
