Yes, these limits are hardcoded.
However, I think you have your facts slightly wrong.
Very high difficulty means that the AI gets a 7 morale/attack advantage, but the human player doesn't get a -7 deficit in morale and attack. That would be ridiculous: a gap of 14 between you and the AI in terms of attack and morale!
Same goes for high.

VH difficulty is 'bugged' anyway, and I don't recommend playing it...ever. H\H is probably the best all around difficulty without insane or stupid bonuses.
