Actually I think its quite amusing. But TBP's right it, should be in the political mudpit, because the joke is only funny to people who are interested in politics.

Well, it does poke fun at the fact that, at 511 pages, the EU Constitution was very convoluted and full of lots of minor declarations, as opposed to, say, the US Constitution, which is 4 pages, not including the amendments. So in that case, it is political.
