A thin ray of sunlight pierced the House as a man slipped in. Most didn't even notice, and the few who did couldn't recognize the person. His hair was uncombed, and his toga - not as plain white as most Senators' - worn and wrinkled. He limped slightly, as if he would have travelled long distances on horse back - quite uncomfortably. This man retreated out of the Senate's sight and looked around, searching for someone. He frowned at the sight of the empty House, the many empty seats. Finally spotting someone he could join, Celsus slid down to the second row and sat down beside Senator Falco.

"Ave." He whispered shortly. "What did I miss?"

    Falco whispers:

"Not much. The Consuls complained of a lack of senatorial activity and I offered to take up the Praetorial mantle again. No decisions made yet."

Celsus nodded and slumped down on his seat. He leaned back and waited for someone to say something, for someone to begin the debate. He had nothing to say, and wished not to stand until spoken to. He gazed at the men around the Curia. Few new and few old faces. Many on both sides snoozing off, looking out through the window, talking to their neighbours - or just staring ahead. The quiet in the usually buzzing hall was pressing down on everyone like a great bolder, and no one would break it. Celsus, being ever more patient as he grew older, waited, waited.

OOC: There is no particular reason for writing these, I just felt like colouring this rather blank Curia.

Entering the Senate after making his long journey from his home outside of Rome, the new Roman Plebeian Senator, Lucius Tiberius Imperious entered, proudly, he had served his family well, the Imperious bloodline had a rich history in the Senate, and he learned well from his father and his brothers, all of which are deceased now, thanks to age. Entering the chambers he had known that there wasn't many Senators who were competent to take up the mantles. Looking over to the Senators, many whom he hadn't know. "The Tribunes, what of they?"

Senators, i have dire news, i have just come from the temples where i have had a sacrifice to the gods - we may face dissarstor, the bowels of both Mars and Jupitor were black!

We need to find the reason for this displeasure - and soon before the gods enact a vengence.

The Priests have ensured me that it would be most unwise to fight a battle of any kind until the gods have been molified.

The Senator with the claim of black water made even Lucius shiver. He thought to himself, "Even the Gods have realized that we have not our priorities straight?". He stopped and looked at the Senator. "That is because we do not have proper set up of the Government, Mars is sadden by the lack of blood split, it is not enough!"

A messenger enters the Curia. It is a young man around his thirties. A walks to the censor and delivers this message.

To the wise men of Rome,

I had reached the legioneirs that where besieged near Mediolanum after the second day of my departure. The gauls where besieging it but thy did a poor job at guarding the entries to the fort. I could easely sneek in at night and prepare to make contact with them the next day. The battle was of short lenght as thy where frightened by my appearens. Nonteless thy still fought as brave man did but where no match to our trained men. Rome was victorious once more.

I wish to ask the senate to grand me Imperium on sending men back to Rome for retrainment of the maniples. Thy should be send back to me as soon as possible. One of my legates will see afther this if the senate grands this motion to pass.

Turnus rubbed his brow. Not even three days in, and already the curia is filled with fear.

Senator, calm down. There is a time and place for such outbursts. Our consul has just informed us of a victory relieving Mediolanum from the Gauls, surely it is a sign of better things to come.

Now, we are currently missing praetors this year. Will the consul within the city walls begin accepting nominations as well as put some proposed motions to vote. Let's get a move on.

"This news bring much joy to the Senates ears, but still the offices of Praetor and Tribune are empty. I nominate myself for Tribune, as I seem to be one of the only Plebeians here..." Lucius looked at the men who stood around him, he didn't want to insult anyone, he just wanted an office.

    Marcus rose.

Not the case (whoever the above poster is) I am a plebeian, and indeed a very experienced tribune. However i will stand for Praetor, should none oppose it.
People will believe a lie because they want it to be true; or they're afraid it's true.
Given proper motivation, almost anyone will believe almost anything. Because people are stupid, they will believe a lie because they want to believe its true, or because they're afraid it might be true. Peoples' heads are full of knowledge, facts and beliefs, and most of it is false, yet they think it all true. People are stupid; they can only rarely tell the difference between a lie and the truth, and yet they are confident they can, and so are all the easier to fool.

Falco strolled along the empty halls. Some senators sat staring apathically into space, most had not even bothered to show up. The Wars were over, life was easy, easier so at one's domus where wine flowed freely and where every word needn't be weighed on gold platters. Nothing of importance had been debated for months, ad interim praetors were not elected, and neither had tribunes. The Curia Lictors stood by looking bored, no messengers to escort in or arguments to break up now.

Falco walks up to the stand.

"Senators, allow me to speak before you. How fares the North? How fares Sicilia? How fare any of our possessions? The domestic duties of this Senate may be less interesting than our foreign discussions of war and peace, but they are far more necessary.

Quaestor, where is your report. What is the state of our finances and what do you propose to construct? Consuls, where is your report? How fares our Republic? How strong are her Legions? Rome, where are your Praetors? And Plebes, where are your Tribunes? We must get off of our behinds and start getting things done. We are a disgrace to all those who came before us. To Lepidus and my father in law Ahenobarbus Agelastus, they would be ashamed to learn what their noble Senate has become. It is now a place where we sit each day and eat from our respective noses!

Senators, I move that Senator Clarus be instated as Praetor of the Republic and that our young friend," Falco turns to the young loudmouth, (ooc: no offence ) "I am sorry, but I have forgotten your name - be recognised as Tribune of Plebes. Furthermore I demand - with the permission of the Senate and People of Rome, of course - that the Quaestor and Consuls provide us with detailed and accurate reports on the respective subjects they are required to report on."

A messenger enters the Curia, he delivers a scroll to one of the speakers of the house.

    Senators of Rome,

I bring you word of the campaign in Cisalpine Gaul. The fort where i staid after the first siege that was relieved by the brave action of Romes soldiers got besieged by a second unnoticed Gaul army. The soldiers still longing to fight rushed out of the fort for a second time. Thy fought like Romans should fight and insured jet an other victory for our city.

When the fighting was over i recieved a message from the fort Nort - West of Mediolanum thy had been attaced as well. It looked like the Gauls had planned a combined surprice attack on the two fortifications near Mediolanum. The commanding officer, one of my finest legates rushed out with the forces present and left such an impression that the Gallic captain turned around and the entire army flet to there homes.

Not long afther this message an other messenger came to me, he brought a report of the fort west of Genoa. Scouts had seen a large army moving over the alps. They where moving in there direction and needed help. I left at once with my bodyguards to join these troops to fight of this army. After my arrivel i prepared the army. In the afternoon the Gallic army arrieved at the fort while they where still preparing to lay down a siege on the fort i rushed the men out side and attacked there positions. Thy where still wroking on entrenchment so this would be the best moment to attack them. The fighting was fears and our men did what thy could. After hours of fighting the enemy started to waver and retread was inevitable for them. The men pursued and killed as many as possible. It was a total Victory for Rome.

As it looks like the situation has calmed a bit i will return to Rome at once. It is of vital interest to arrange the defence of Cisalpin Gaul and the recruitment of new fresh troops as well as the retrainment of the tired troops.

    Consul
    Sectius Volero Postumus
ooc we already did some voting about the offices that needed to be filled, i don' t think any one would object against it. So i will appoint the people who where called to fill these empty seats. Objections may be expressed by PM.

    A message from Sicily,
    Senators of Rome,

The reason for this letter is that it has been a long time now and I am yet to receive news from any budget sent to the province of Sicily, let alone any actual money to spend. I had decided to wait, for I thought the House would deal with this problem eventually. However, it has been several months now, and we still wait for any comments on the matter. Here in Sicily our construction plans have already been delayed, and complaints have certainly not been absent. I ask the House to address this issue immediately, as waiting for longer would be just unacceptable. I do not know if the Quaestor has already worked on the feasibility of my original proposal for a 10000 denarii budget for this year, but I still think it would be a sum good enough for this province. I would advice that the Quaestor could confirm this and present the plan to the Senate, or else the House should take the appropriate actions with him.

I eagerly await a positive response.

    Proconsul Sp. Herrenius Pictor.
    Governor of Sicily.

Senators, this strange derirlect of duty by Ulpianus is unfortunate.

Rome may well have changed reacently, but from my term as Quaestor i have somewhat reacent reports.

From those reports i recall that there is little major work needed in Latium itself, for the proviences i can not speak.

i will make a pre-motion, that a budget of 10,000 denari's is granted to Sicily as has been asked, and that a budget of 7,500 is granted to the Punic Islands.

This is two fees that Rome can afford and will allow the Governors to begin their work.

As to the north, this is in more need, especially in defensive structures (see this post i made a while ago). But i am reluctant to propose this as it should be the Quaestor.

I feel that granting the Governors request - a more minor part of Quaestors duties, but one i'm sure makes much differerence to the Proviences.

Marcellinus sits down unsure of how this will be recieved, but certain that someone needs to do it whilst the senate waits upon the Quaestor

As a preliminary move I think we can propose this as a minor part of the entire budget. If and when the quaestor files his report he will simply have to calculate in the Provincial Budgets. If we wait then we will get nothing done this year, and that would be a waste in my humble opinion.
