I do have one question. What if you use a mexico building and they try and upgrade it?
The existing buildings that will lend the ID's and the CAI records, must not be upgraded or repaired, because, since they luck of CAI records, a crush will be occurred. So you have to be very careful in choosing the cities that will lend you existing iD's and CAI records for your new buildings, because they must not be conquered by the AI or the player during the entire campaign.
Im sorry, my question is how do you stop lets say mexico from upgradeing there building?

The most annoying and time waste thing in searching starpos records is the difficulty to find what you are looking for, as many lists are not any helpful order. I added a table with the regions_array and their place in the list, in STEP 2.
hi do i have to modify the save game or startpos? cause i did it with the startpos and everything worked fine.

can i just clone the first one 4 times and change it that way?
i tried it the new way and it's not working. i tried it the olg way and it works fine. when you do it the new way there is no crash bug?
is it possible to take one Major city, remove it from the game, and give its CAI records to the city you want to convert?
