    It has got to do with the entry in descr_strat that declares the settlement a castle. If you give it a city core building, then you will get that comment after upgrading (or vice versa). It was apparently planned for a city with a castle inside, similar to the fortress level of the castle.

    The entry is in descr_strat. I don't remember the exact name of the region, but you have to replace this line (if it is a castle):

    Code:
    building
        {
            type hinterland_roads roads
        }
    With this:


    Code:
    building
        {
            type hinterland_castle_roads c_roads
        }
    If the region has a normal settlement then it is the other way round.
