1. What file must I edit to stop Elven units decreasing in number in the Campaign?
2. What file must I edit to change unit's skills (Like Missile attack etc)

export_descr_unit

You might want to check out one of the balance submods as well, rather than mess around with the stats yourself. Unless you've done it before, of course.

It's easy, but it might mess up balance if you don't know what you're doing.

With the first question I mean that in Campaign the number of units in my Capital are always decreasing.. And I guess that might happen because the Elves are leaving Middle Earth or something like that.

If you test the Elves you will realize that too

i played elves but the number of my units didn't decreased. the population decreses if you build units and i've the town is sieged the number decreases too, but apart from that...

as far as i know the pop does not decrease when you build units

as far as i know the pop does not decrease when you build units

Nothing, you just have to wait for an event to unlock them.
