Default how power draw is used relating to 'power draw required' for a bow

It says that power draw can be stacked up to 4 plus the power draw minimum of the bow being used. But does that mean a bow with a power draw of 4 automatically has a 56% increase (4x14) to damage? Or does it only count for each one you add on top of that 4th level?

I wonder because a power draw level 4 bow (like the war bow) does good damage, plus you have to have level 4 power draw to use it. So if you have the max in this case you'd have power draw level 8, and is that 8x14 or 4x14?

The answer to this question also helps compare a level 1 bow at 56% damage bonus to a level 4 bow with 0% damage bonus (if that's how it works - or 56% otherwise, to a max of 112%).

    Thanks.
