Changing "Fire by Rank" tech mod

Does anyone know how to mod ETW so that Fire By Rank is a tier 2 tech? I know some of the modders have included it in their big mods but I'd really love it if someone made a small standalone mod which made this tech available earlier as it is so crucial and i'm not too good at editing the game files.

I made only a few changes to techs and moving fire by rank down was one of them, I also made light infantry available sooner.
