Captured Ports

Hello, I have captured Amsterdam and Berlin a few turns ago but can't work out how to get trade routes with the ports of these cities. I own the port but no new trade routes appear. What must I do to create them?

Go to Diplomacy, talk to foreign powers and ask them for a trade agreement. If you don't have agreements, the port has no ships coming to it and is idle.

Is there a way to replenish these trade agreements that I already have? I trade with most factions at the moment just Ireland and Amsterdam's ports will not trade with anyone, even though they are trading ports.

They are already using the maximum number of trade fleets that they can.
