Me and my brother normally face each other in pc games by buying one copy of the game and installing it on both of our computer, and then we face each other by changing the CD key in the registry. Can I do this with the steam account??

From what I've read so far, no.
No, for you to play against someone using steam (which you'll have to do) you need to go online so you'll need two accounts, each with it's own associated copy of E:TW.
And just to cover the base, you can't use the same key in multiple steam accounts.

you need to use steam to play lan games too?
You will need to authenticate both versions through Steam before you can play even singleplay, so you will need 2 copies of the game.
