    Default Oblivion mod suggestion

    is there someway to mod the game so some of the other provinces are open and have cities, quests and people?

    It's a mod that adds the land of Morrowind to the Game, I haven't tried it myself thou.

    About your question, yes there is a way, but it's tricky to explain, and I got studying to do for an Exam tommorow
