    I agree with Herrenius, let us not over complicate this!

    If we ever need to use the reserve, it is a simple as letting the senate vote on it!

    As for idea of recruiting a legion, i oppose it. We should never take our men from their farms, simply to stand idle.

    i agree on not to recruit a legion this will only drain our reserves even more.
    when good times rule you should prepare your self for bad times.

    Secondly lets not discuss the provisions of an economic plan until Marcellus can present to us a final proposition. All other debate is meaningless.

    The whole law/proposition summarized.

    Lex yaethecruelis (OOC:Hey, if there was a lex Snowballis ).

    I) An percentage of income of a season shall be set aside, to act as an emergency fund in the treasury.

    II) The Quaestor should be in charge of keeping track of the amount of money that the reserve contains, and making sure that money from it is not taken without any authorization.

    III) Were the percentage required to be modified, be it an increase or a decrease of it, such necessity should be proven in the Curia by a report from the Quaestor, after which the proposal shall be put to vote.

    IV) In case the senate considers it necessary, the reserve should be used after the majority of the senate aproves it in a voting session called in the Curia.

    Would that be a good proposal, Senators?

    I cannot support this proposal. It leaves too many items unresolved and seems to be unnecessary. In case of crisis I believe that sorting through the correct procedure for this law would waste critical time.

    yes, remove the explanation about when it may be used,the senate vote to use the reserve when it is necesarry

    Marcus quickly said yes to Quintus before he gave his speech.
    He then returned to his place and thought about the emergency funds plan.

    Praetor Spurius Herrenius, I completely agree on your idea about the emergency fund plan!
    I say we start voting on this so the Senate can put it quickly to use!

    I would also like to see a Quaestor report of the current situation, we haven't had one yet this consulate if I am correct.
    This would make it easier to decide about the percentage that would be set aside each year.

    I hope in the future Quaestors will be more aware of their importance, and I will surely do my best to do something about this when I will be running for Quaestor next Consulate!

    Marcus Manlius sat down again, hoping that the voting about this important matter would soon begin.

    I have to agree with the Consul Scipio. Though the law's intentions are excellent and perfectly fine, the law itself is not precise enough. For example, it does not even mention how much the percentage is in the first point. Also, the way to execute change in the percentage seems very complicated.

    Saturninus, the reason why the law does not mention the percentage is that it may change, so, technically, to put the exact number in it would require the law to be modified if the percentage is. I think it is more practical to just have the percentage chosen after the law is passed.

    About the percentaje change, I also believe it is complicated, but a few senators mentioned that a simpler protocol, for example, giving the Quaestor power to do it as he sees fit, could be easily abused.

    OOC: @Pontifex: I'm new to this law making thing so if you could be more specific on what needs to be added or fixed in it so I/we can do it, it would really help, wheather it is what Xavier mentioned or something else...

    Senators we are not able to add a persentage in this law, in order to add the persentage we first need to await the Questors report.

    Also giving power over the city' s treasury to one man is out of the question i would say.
    Why you may ask. If this man decides to over trow our beloved republic, we just gave him the means and the power to do so. Remeber senators money is a powerful ally.

    ooc: It isn't specific enough. We can't leave the percentages open ended to be decided upon when the law is put into effect. Also, from a technical standpoint, we are overcomplicating things. Is anyone actually going to calculate a percentage amount to keep track of? Probably not. I don't think a law like this will be able to be applied to the game.

    ooc: Getting things done in yats is difficult as it is, so if I were you I'd brainstorm a bit and think of the best way to make a clear and easily understandable law.
