The spear ones are called Morannon Guard, so Morannon Orcs could work.

And now i think that Moranon orcs should wield a lidle wooden shield and sword/scimitar like weapon.

There are two different bodyguards, dismounted and mounted. Bodyguards are always Black Númenorians (at least the Nazgûl bodyguards), but they also exist as independent units (again in both mounted and dismounted versions).

Right. Well, I'm not sure that it's worth making a new Orc unit just to utilise the animation. Maybe another faction's soldiers?

There is regular bodyguard unit already, they have same model as Uruks but are stronger.

Yeah, but I think that if some units need small updates they are Elves. Many units have two different types of bows and swords in same unit and that doesn't really fit in my opinion.
Why would dual wield necessary be an elite trait??
Can't an elite unit be very defensive, equipped with superb shield and armor (usually spear, or even sword) they can be superb defenders, able to hold the line in impossible situations. That is what elitenes training experience, bravery comes to.
A unit dual wielding is an offensive unit. You don't attack what u think you'll lose aginst, so it takes less courage and discipline to defend than attack. Men at arms (as their name says) are semi professional. They are trained by the king to fight in the traditional way for Dale and that is the sword. To make a unit for the purpose of offense equipped with 2 swords does not mean you need to make them elite. They fit Dale superbly as they are and should remain as such.
I don't think dual wield should be considered "elite only", but it should be given to units it fits. I already posted a list.
As for Mordor, the units already seem to make a whole faction, adding a new unit could destroy balance. If a dual wield unit is wanted, maybe some can be converted. A dual wield bodygurad in nice. Then again, a unit that is a bodygurad should be defensive in nature...
