Back in the Roman Era times, what city or area do you think was the best AND safest place to live BESIDES Rome?
I'd probably have to say maybe Memphis. It was controlled by the Egyptians who were a very strong empire and I dont think it ever got attacked.
But of course, no where in Europe was safe at the time, but Memphis for me I'd probably live in.
As for safest place, probably somewhere where in the foothills of Scanandavia :happy

i'd say Capua it was a small coastal town a few miles south of Rome

Besides wasnt that place filled with slaves (Spartacus tried to go there and declare independance), and on top of that was generally unhealthy place to live?
