Can't recruit Romans...

Or at least outside of Italy. More specificly I can only recruit them in the settlements the Romans start with.

Is there some sort of trigger I haven't tripped?

It is suposed to be. The Camilians can only be build in Rome, Arrentium and Haradrentum? or something like that.

The Polybians, after 80 turns, can be built in the whole of Italy.

TM is correct. Camillan Romans can only be recruited in Roma, Arretium and Beneventum. The rest of the time you will have to rely on allied Socii troops.

After the Polybian reforms, you can recruit your Polybian Roman units everywhere in italy.
