Why can't I recruit any advanced troops?

Why can't I recruit longbowmen or some other unit that I've just enabled by advancing in land technology in any of my provinces??

how am I supposed to recruit them?

You have to changer your preferred unit type on the Military tab of your domestic page.

You'll also need a core on that province for your national units, otherwise you'll just get the units of the nation that has a core on it
