I played it the dimplomatic route and tried to have an uneasy piece between the two parties, but then the ghouls ghoulify the tower anyway, I was so pissed off at this treachery I reloaded back several hours just so I could re-do the mission and kill them all!
That being said, tenpenny tower isn't exactly a city of moral light, they are responsible for the destruction of an entire town! (if you did that path)
Herbert dashwood alone is reason enough not to let the ghouls in. and yeah tenpenny gets whats coming to him.. Burke just disappears though.

I went Mel Gibson from The Patriot on the whole lot of them. I was already considered the nicest thing since Christmas by then, the karma hit meant nothing.
The only ones who truly deserve death are Burke and Tenpenny. Hell even Tenpenny isn't all that bad, he was under the impression that Burke had cleared everyone out of Megaton before you blew it.
Maybe Susan Lancaster, who was a slaver.
Most of the people actually don't mind living with the ghouls, except the extremely prejudiced ones. And I don't think prejudice or racism is a trait deserving death.
And to be honest, I probably wouldn't want to live with them either. They are all depressed constantly, and they smell like rotten meat.

Just destroying their little decadent bubble is satisfaction for me.
This mission Pissed me off to no end. After I let the Roy move in and he killed everyone, I killed him with my good friend FISTO! then killed all his friends. Tenpenny tower is now a ghost town.
Next time I see Roy I will be putting a .44 between his eyes at 200 yards.

While this did piss me off, I thought it was a good mission with a pretty cool outcome.
Basically, the mission tells you not to be so naive, and that not everyone who is oppressed is a good person. Talking to Phillips should have shown you that he is at least as bad as Tenpenny.

I`d gladly kill both Roy Phillips and Michael Masters but I simply cannot kill Bessie. I`m feelin` bad about killing her especially after she said something like "please don`t hurt me" and she seemed really frightened when I talked to her first time. And in my previous playthrough she had no idea what`s going on when Roy massacred Tenpenny tower human residents. I don`t want to kill humans either. So, I am going to try this as an alternative solution:
After you convince everyone to let the ghouls move in, go immediately to Tenpenny. Complete the quest and collect the 500 caps.
Next, go see Roy at his hideout. Tell him that he can move in to the tower now. After he moves in, find a quiet place where he is alone and kill him. Even if unseen, Michael Masters will become hostile. (And if you kill him, you are out one trader at Tenpenny Towers as he and Roy's ghoul gal replace the human Tenpenny merchants. It is best just to kill Roy and his gang).
Now all the ghouls and humans will live together in the tower and no one else will die, except Tenpenny, who is killed by Roy the MOMENT he moves in. A large blood splatter can be seen on a wall in Allistair's penthouse.
The alternative is to do as prescribed above, except kill Roy the moment after you tell him he can move in. When you return to Tenpenny Tower, Roy's body will mysteriously have been transported to the lobby, and Allistair will be dead. It seems the moment you tell Roy he can move in, Allistair is dead one way or the other.
Note: This will sometimes fail - the former residents can be wiped out when you're away even with Roy Phillips (and Michael Masters) dead
