Question about Diplomacy?

I use RTRPE and I would like to know how the diplomacy functions in reguards to rebel cities.

Example 1: You gift money to a rebel faction that is situated next to a potential later enemy. (As you would for an actual faction next to a future enemy)

Does it work - ie....will they increase troop strength with the funding?

Example 2: Is it possible to seduce a rebel faction into an alliance without taking them over?

There can only be one rebel faction in RTW, and it can do no diplomacy except for bribery. If RTR adds unplayable factions like "Free People", then yes they can do what you want, but they wouldn't be real rebels anyway.
