Can it be that Geomod is reffering to any other values here?
It should be these values - upload those files and let me have a look at them. Maybe one got a wrong format (eg 32bit instead of 24bit) and that's why Geomod is having a problem.

map_fog is in grey scale format, Geomod cannot read that. Open\create a new file and make sure it's in RGB format (24bit).
The rest of the files
I copied your files into the basic Bare Geomod set up and had no problem saving it with Geomod. I did however come across this error in Geomod's log:
It's due to special characters in descr_names, line 6414: Swiêtope³k and the entry not being in text\names. I suspect it's supposed to be the counterpart to this entry in text\names: {Swietopelk}SławomirThe label 'neta
Swiêtope³k' does not correspond to any name!

I made those provinces on BareGeomod with succesfull save, no freezzeing, then I merged changes with original mod, and I have crash at loading campaign, no info in log and map.rwm is generated. I am working with geomod on other mod too, and there are no problems at all, so I suppose all that mess isn't my fault Maybe I forgot about some file while merging those changes with mod? I replaced decr_regions, map_regions and descr_strat, is it all what I had to do?
If you created a new region then there are a few other files involved as well, depending on your work:

I used a new install of Bare Geomod with the files you provided in post #2246
Oh yes, forgot about music and mercenaries. But fixing it didn't help. Maybe some other files, besides the ones I attached here may be responsible for this crash?
I started making those provinces from beggining many times, the result is always the same, I can't make this in original mod folder, nor in BareGeomod. Seriously, what else can be wrong? This is so weird, I have no problems with geomod in other mod I'm working on, what can be wrong? Which other files may be responsible for that? Sorry for being impatient, but I have easy, not time-consuming job, and I just can't finish it, due to this problem
I am not sure what exactly is happening. As I said - I used a clean Bare Geomod installation and copied the two sets of files you provided into it and had no problem to save in Geomod. I would suggest you do the same, it's even playable.
Then refer to the two list of files I made - the ones with a star in front are the files Geomod edits. Those need to be copied back into your original mod.
If you transferred the edited files from BG according to the list (historic_event may cause the usual delay if not fixed), deleted the map.rwm file in your mod and it doesn't work then I am out of ideas.
No error message in the log? Underneath the list of files again that you should transfer:
