If it hasn´t changed from earlier versions you need an imperial palace in Croton.

Sorry to give you this information so late, but for now the Marian Reforms are turned off.
This will be fixed in the next version, where we are replacing Marian Reforms with Polybian Reform.
Don't worry, it won't take that long.
