Then you are either not editing the correct file (you might be editing the vanilla file instead of the one in your modfolder) or our system does not let you edit the file, in which case you need to turn User Authentication off.

Wait ,you say the vanilla/data/world/maps/base go in BMM/data/world/maps/base do they go in BMM/data/world/maps/campaing/imperial_camping too?
    and:
    RTW/data/world/maps/campaign/imperial_campaign/ are copied inside RTW/BMM/data/world/maps/base/imperial_campaign/.

is this a mistake, is there a folder named imperial_campaing in the base folder?

You need to have a RTW/BMM/data/world/maps/campaign/imperial_campaign and a RTW/BMM/data/world/maps/base folder. And these two folders must be copies of RTW/data/world/maps/campaign/imperial_campaign and a RTW/data/world/maps/base respectively.

The video simply shows how to use pak extractor. This is no tool to create a mod, it just unpacks .pak files.

At any rate, the process of copying two folders from vanilla's data folder in your mod's data folder isn't all that complicated.

it's not hte only video , he's made more parts ,so part 1 is the pack extractor and part 2 is unit creating and so on.

That's still not a program that allows you to mod or creates a mod for you. That's a number of different programs people can use to mod different pars of the game.
