that would be solid actually. Just allow off-map trade with some huge cities that generate a large amount of income for the Frankish cities. That way the economic advantage they have (which would translate to army sizes, amongst other things) could compensate for missing two thirds of their actual empire size.

It has the same reason as the other units from the Frank kingdom. I made almost 100 units by myself in the last 18 months. I’m pretty sure that I missed a few units.
Anyway as I know there is no ax throwing in the game (their animation and their axe' animation) anim so it would be a great sucks.

if theres no axe throwing animation couldn they have javelins ? didnt the frankish infatry carry javelins to throw before the ycharged ?

The way the East Franks are balanced ingame is more as a heavy "hammer and anvil" style faction with more professional and well-armed troops. In the future javelins could be added, but only after seeing how people like them in the first release.

You could rename it into the Duchy of Saxony. That way the entire territory would be on the map. Them being part of the EFE, as well as occasional Magyars making it that far into the north, could be displayed by some fancy scripting. Otherwise the Saxons were mostly occupied with fighting the Slaves on the other side of the Elbe, lands that all seem to be on your map.

Concerning Franciscas: this was a Migration Periode weapon, means some 300 to 500 years off your time frame.

You might also think about reducing the ammount of good foot soldiers and raise the numbers of good horsemen, at least for the later periode (10th Century and after): Frankish/German armies of that periode were mostly mounted; at least the parts of the army that actually entered combat. Check out the Battle of Lechfeld for example. Even Saxon levies of that time were mounted; OC only who could afford it.
