Starting rebel armies fix

Notices that the many of the starting positioned rebel armies were not showing up at the start of the game. I Found the error and will have an uploaded fix tonight..just the descr_strat file fix .

-for both the mod switcher or the rar version. Copies over the Path III
Open the folder..copy or paste the data folder over the rio folder or the bi folder copying over all files
-rebel starting positions corrected
-Lombardi starting location corrected
-Suebi playable
