Has the crew for E.B II decided who these 9-10 New Factions will be?

I only see Perganon, is there any new ones or are they being kept secret as previews?

They've been decided but only Pergamon has been confirmed. The others will probably come in stele's and previews.

You mean the scripting? Yes, but it also makes the game more complex, more realistic and more challenging. For that I am willing to sacrifice some performance.

Dues Le Vault had a similar problem with script loading too slow during turns, but they managed to sort it out, so it shouldn't be a problem.
