Isn't the Imperator event in Vanilla when you conquer all the other Roman factions and become Emperor?

IMPERATOR, that's me (Imperator Caesar Augustus) who will make the file RM3Script.txt, the issue is about anything related to the topic, for example appearing troop reinforcement in certain cities, or more shifts per year (Eg 12 shifts, as if they were the twelve months of the year with 3 months of winter)

I don't think there's a real need to. though there are some parts of the game that will require scripting. If you're thinking of EB's scripts making it slow, that's only because of one partcular part of the EB script that makes it so slow.
Don't worry, performance in RM3 won't be affected.

One of the things that I thought is to add troops to help in every city (15 groups), and in major cities around 20 groups (1 full army), will appear only when attacked that town, and disappear when the attacker leaves the region, and so avoid creating super factions, so quickly.

I like the sound of that. But don't garrison scripts slow the game down a bit?
