In the LotR mod for Rome Total War having the ring meant your faction was more likely to be attacked. But I know some people here would consider that making the game complicated or unbalanced, god forbid you have any negative effects to your actions or anything that's a challenge.

Ancillaries, they should be able to pass from general to general. Dwarven rings should get a mining income bonus. Elven rings should get a population bonus. Although if a man gets a hold of one of, the lesser rings he should rebel and turn into a Nazgul?
Maybe if man gets some of the 9 rings, it would give lots of bonuses for some turns, but after that character would slowly start to gain dread and unloyalty.
Dwarven rings should give LOTS of mining bonuses but also little dread because dwarven rings made them little greedy
Elven rings should affect positively to population groth and happiness and also give good traits.

I think he meant unloyal to for example Gondor. And they wouldnt change to nazgul then.

they can be killed and can't lose their rings if the One survives
so a man can't take one of the Nine

What dwarf gets hold of a elven ring of power? or a elf gets hold of a dwarven ring of power?
I think they got same traits and bonuses as normally
Elven Rings:
Narya
The ring of fire, worn by Gandalf. "Fire", however, means 'fire in your heart', 'brave spirit' etc. It should increase happiness and the morale of the generals army.
Nenya
The ring worn by Galadriel, having the power of concealing and protecting yourself from evil and also from the flow of time. Galadriel used it to preserve Lorien. It should give a City more turns in case of a siege and increase population growth.
Vilya
The most powerful one, yet the one I know the least about. It was worn by the High King of the Noldor and was the ring of air, maybe increase army's speed of movement and the rate at which a city replenishes it's unit pool?
Rings of the Dwarves
Give the city a great mining income boost.
Rings of the Men
Can only be worn by the Nine. Makes the bearer immortal, increases army power and population growth (the rings were made for kings to govern their people, after all). Maybe also makes the bearer invisible like an assassin, but an invisible army would be kinda unfair
