Boiling oil in Citadels

I have seen boiling oil in my cities, but I just defended a citadel and had units occupying all the towers around the front gates, but no oil poured over the enemy as they approached.

Is this a bug?

No, boiling oil is working fine for me. It may have just been a random chance it didn't activate, I've seen that happen before. Try another citadel siege and see if it happens again.

did u make sure that there was a flag up over the gate(indicating that it will fire/work)?

sometimes if you have a single unit too close to the gate it - the gatehouse won't recognize the unit being there and the oil wont work
