When the orcs captured Frodo (after being stung by Shelob) the commander of C.U. argued with an emmisary from Sauron about the loot (Frodo's Mithril vest) and this led to a carnage inside C.U. itself...

actually I think scripts have been made before is when a city is captured by a AI faction they'll rename it so when controlled by Mordor it could be called Minas Morgul and when controlled by Gondor it's called Minas Ithil but I don't remember the specifics of that script and may once again need to research it

I don't really like the idea. It just seems needlessly complicated. I mean what would Mordor do if it doesn't own Barad-dur. And if Barad-dur was a one city faction it would be too easy to defeat. I mean you could just walk into Mordor and take Barad-dur which doesn't make much sense to me when you could just keep Barad-dur with Mordor and save a lot of effort and problems

Any evil faction who controls Umbar should be able to build the best corsair ships and that any good faciton who controls Mithlond should be able to build the best elven ships.
