The normal ram for Mordor could be a tree-a-like ram just like the ones they first uses in Minas Tirith when they besiege smaller cities or castle and when it is bigger cities or castle then it could be Grond.
I don't really think that you can have different equipment for different cities. Grond could be recruitable... but rams will look the same for every faction. Atleast from my experience.
Grond would be cool. I can't wait to play this mod.

But it on't be easy modelling a grond.

grond should take a lot of turns to costract, not 1 or 2 turns...

In the book there is no reference to siege equipment used by men or elves. I think that only Mordor and maybe Isengard should have them.
And maybe dwarves, they are at the end of all the most technical race in Middle Earth. I'd give atleast a catapult to them.
Gondor did have tons of trebuchets in minas tirith didn't they?

If elves will have siege weapons, maybe High Elves could have something as good as dwarves but Silvan Elves could have same kind of ballistas as in LOTR:TW.
agreed, but is it possible to add the explosives used at Helmsdeep?
if elves were not able to capture cities then how they besieged angband?
but it will solve the problem of capturing new cities that don't have elven population
