Personally, I believe that a censor is a higher position than a praetor. The office is one that is appointed and has the important job of administering and keeping track of Rome's funds and peoples. Without them, our economy would be a mess, and we would probably not even know if the population of our republic even if it was falling dramatically.
While we are on this topic, who is our Censor for this term? I don't think he has been appointed yet.
As to Lucius Aemilius request for 30 cohorts, that's quite a bit too many legionaries just for Gallic hordes. Why, Servius Labienus Africanus and myself held the Gallic horde at bay for years with only one or two legions at the front at a time. A few cohorts or another legion to support might be acceptable, but 30 cohorts! That's a full army and a half of Roman legionaries!
Right, I agree, we shall vote on the amendment sans the censor then?
I would like to remind the senate that we shall have to do so without a formal opening of the floor to debate or formal opening of the vote, as the Junior Consul has not arrived to the Curia for a great while.
For Lucius Amelius I would support sending no more than one legion to the Gallic front. We cannot send to many resources there now that the new war with Greece has opened up and we have rebellions in Carthage.

"Now that I think about it, we've heard nary a word from the governor of Cisalpine Gaul in a while. I would not feel comfortable sending him soldiers unless he demonstrates his need of them. I think Illyria, Africa, and even Transalpine Gaul could use them far more than Cisalpine Gaul could.

Well we have an amendment concerning order of succession that needs to be opened for a vote, we need a censor appointed, We have a rebellion in Carthage, a new Greek war in Illyria, and Gallic raids in the north. In no particular order.
Servius Labienus Africanus.
Warlord of the north and south.
General of Romes legions.
Veteran of a hundred battles.
Winner of the grass crown.
Victor in Africa, Greece and Gaul.
Here he is in all his glory.

Let us get down to business.
The consul needs to appoint a suffectus and censor.
Once this is out the way we must decide how to get things moving along.
I fear that our governers have their hands full and need our support as soon as possible.
The legions must be ready to march as soon as humanly possible.
Can anyone ask to be censor??

Tiberius, I do think that is a decision that the Junior Consul needs to make on his own. I have doubts that a member who has not yet been consul will be chosen, however, as Censors are at the very top of the Cursus Honorum.

Marcus Aurelius, the consul does not need to call a motion for suffectus.
He may appoint one should the existing consul be amiss.
Marcus Lucretius is an able man and has served as tribune, praetor and censor - so he is more than able.
Let us move to legion assignments and recruiting.
These motions are of detriment to the republic.
We are being attacked on all sides and moment wasted is a Roman lost in the field.
So with Marcus Lucretius Falco Felix as consul suffectus, who shall be the consul who goes to the front?
That I believe will go to highest ranking consul being Tiberius Octavius.
I am sure he is as ready as any other to serve his time commanding legions.
However he does not need to be forced to go.
He is the commander and can see fit to do as he pleases.
Imperium can be bestowed on any of the governers to strike the blow.
