Why not go down a different road? Remove income entirely, yes, but this will also involve the idea of RPing, and etc... While leaving enough limits to be agreeable and have fun. Our problem isn't the money, it's the people being pricks.
First of all, lets base it on a point system, where each + to an attribute for a unit is another point, and then you have a max point amount. We can also make a new map.
Not only this, but events could occur to give someone more points, such as the massing of a Waaagh!, or the call for militia to defend, etc.. Or, there could be a gradual increase in points for everyone.
Additionally, every fight, you would agree on what amount of points a person could field in his attack, if you choose to have "limitless" hordes outside of the fighting.
This is a system kind of going off of warhammer, and as such, I will involve an example, which includes logical steps to determine strength/points of units.
The norse are strong, savage, and barbaric, maintain no certain ranks, but can easily kill 3 normal soldiers to each one that falls. (If used right, y'know.)
Not saying this is a complete thought, but it certainly has potential..
Just a thought... I feel that your leaving out a lot of ideas with the other thing, and everyone deserves a say so, sure, there is the debate, but I felt like that was leaning towards wether we want YATs, the current idea, or Berts idea. Well I don't -like- the idea of YATs, which sounds idiotic and extremely dull, in which you could expect to see the forum fall into ashes quicker than anything from boredom.
