Which of these factions would you say has the best military all around?

Rome, they have the best mobile infantry, really good heavy cavalry, all the artillery and good temples to support them.

Yeah Romans are the best all rounders, but that's also one of their weaknesses, because they need some of each troop type to make use of their all round abilities.

If we are talking Multiplayer then I would say in low money Scythia, because of the cheap Head hunting Maidens however 15k and over I would pick Parthia because of the Camel Cat's and the superb Horse Archers

If it's those 3 fighting against each other only, then I'd pick Scythia. But in terms of fighting other factions, Armenia has the best arsenal.

Out of those 3, definitely Armenia. They have the same light and cataphract cavalry potentiol as Parthia, but with access to some decent infantry too. Definitely one of my favorite factions of RTW and mods.

Armenia is probably the best out of the Scythians or Parthians. If you think about it, Parthians and Scythians have very poor infantry units, while the Armenians are able to train Heavy Spearmen (Phalanx formation too) and even imitations of the Roman Legionaries!

But you don't need infantry in your armies, not in single or multiplayer. I have used all cavalry armies to defeat armies with infantry.
You have to work for your money, but it is possible. Still, I would say Armenia for the combination of cataphracts and cataphract archers.

Defenatly Armania, if you are playing an Imperial Campaign.

Parthins may have the edge on a single battle because of their Persian Cavalry, Elephants and Cataphract Camels, but you need good solid infantry to win an Imperial Campaign.

Parthian and Scythian cavalry may be superior, but they have next to nothing in infantry. Armenian infantry can fair quite well against most.
