can't create settlements!!!!!!!! WTF

i get this error of something like can't create settlements at line 45 colum 12 which is between the m and the a in Roma!
i have tried everything i know and looked up. i made sure no strayed colors and etc. if u want a look at the files pm me

What changes have you made? Are you modding a mod? If so which one? Many mods make use of all available regions a map can have, if you try to add more regions to one of those mods it will CTD.

im adding a map to the base game. a "Provincial Campiagn" map

For that map you're trying to add how many provinces does it have? Again if the map already has the maximum number of regions you won't be able to add any more.

Maybe:
-you put the settlement on an invalid pixel on the map_regions
-there is a different color for the region in your descr_regions than on your map_regions (the most likely)
-the settlement entry has a different region name in your descr_strat than the one in the descr_regions
-there are two copies of the same settlement entry in the descr_strat

(If I can think of any others of the top of my head, I will post)

Some questions to clarify since you seem to be stuck.

You are creating a new Provincial Campaign in which you have 10 regions and 2 Oceans correct?

Have you run the map through TIME? I find that it will point out or show errors you might not ordinarily see.

The settlement in question, does it have any conflict with the map_heights or map_ground_types that you have checked?

Is there substantially more land than water? I ask because RTW has a land to water ration error that can occur.

That might be your problem right there.

Just for a test, expand several of your regions and land mass (will mean editing, heights, groundtypes, and regions) into the water until you have more land than water and see what happens.

Because of the area we wanted to cover we had to get creative on the Inca map because of this land to water ratio issue. So, if this does turn out to be the case, then you may need to redesign your map.

But, if your getting errors like, can't build settlement etc, this speaks of other problems as well.
