    Yeah and about the idea of having only certain regions that produce ships. For the Byzantine/Seljuk area I noticed that for the Comneni period the Peloponese/Hellas region wasn't used as a recruiting ground for the army so it's likely that it was used for the navy. The Greek islands certainly were. Also Smyrna should produce ships because that's just what the Emir of Smyrna did in the 1080s and 1090s.
    Egypt of course should have good ship building facilities as their navy was famous, and the crusaders, who didn't have a navy, occasionally tried to capture Egypt for its navy.
