He winks and then lifts his hand in a gesture to pound Commodus.

"I have been reading reports from our legions across Italy, it is my opinion that we have plenty and I mean plenty of legions, they simply need to be retrained. I ask that we alter the proposal from recruiting a new legion, to retraining our current ones, it would have the same effect."

I don't want him killing another senator, that's why I called him back.

Now let's get back to the business at hand. I doubt forming new legions would help defend the limited terrain we have at our disposal, they could only get in each other's way, which would severely impair their defensive capabilities. In short, I am against forming new legions."

Marcus sat quietly through the fight that almost commenced. He did not want to get involved with such a demeaning practice, and he also felt he could do no help. Yet, the fighting was stopped, but the endless arguments that erupted the Curia ever since it was first built continued.

"Maybe if the good Censor would keep his tongue inside his mouth, we could actually get something done. Fist fights and yelling will not further the advancement of our Republic, neither will greedy threats and scares."

Marcus straightens his toga, and discusses his main point.

"Oh yes, we do have legions, legions which have been sitting around in Southern Italy feasting on Sicilian wine and Greek fish. Not only were these legions created without order from the Senate, but they have not been doing a damn thing ever since they were conscripted. Establish proper garrisons and move the legions onto the frontier, that's what I say!"

"We have a problem, I honestly believe that the diplomatic matter needs to be clarified, I am afraid I was under the wrong assumption that a diplomat was being sent to EGYPT only, I propose we remove the motion until this is clarified. Also, I have been compiling information on our legions and I believe the current motion to raise a new one was too hasty, lets remove that motion, allow me to present our legions' information, then renew the vote. As for the other 2 they can remain. Would this be alright with the Senate?"

Those recruited in the south were not full legios and only there to protect the cities replacing the old personel that was disbanded.
I would know.
My father spoke of it all the time in his first consulship when he was tasked at disbanding thousands of men.

The bill shall look like this:
Envoy To the East:

* - Marcus Aelius Boards a fleet and travels to in this order: Egypt, Asia Minor, Middle East.
* - At each place he shall engage in diplomatic activities and ask for map information and trade rights
* - When he comes back he must give a report on extremely helpful countries and extremely unhelpful ones.
* -Extremely helpful ones will be noted and may henceforth be asked to be Allies of Rome.
* - Unhelpful countries may be considered for war in later years

This was the orignal bill that I proposed. IT CLEARLY stated that the diplomat(s) were going to three places
