I think publius already answered the question, but people can be members of multiple usergroupsbut can only "display" one (name colour, badge). Thus when you see a local mod posting in the curia, they are also citizens, however choosing to "display" thier local mod usergroup.

The moderator and administrator badges will always display regardless of what rank you choose to show, to avoid confusion. This is the only case where two badges will display. Erich von Manstein, for instance, has chosen to display his rank as Speaker of the House, but the Junior Moderator badge will be there regardless of his display choice. If he chose to display as Junior Moderator, on the other hand, the Speaker badge would be hidden.
