Why won't a country with +200 relations accept a non-aggression pact?
The dimplomacy in HOI2 is pretty lame in my opinion. I once tried to have a non-aggression pact with Italy, while having +200 relations with it and an alliance and it declined my ofter! The intellegence isn't very effective either, and I really never meneged to coup nations.

You need a lot of spies infiltrating your target country. And loads of money. Just try and try and try.
Over at paradoxplaza some guy managed to coup the SU as Hungary. So it can be done.

I've managed to coup Finland withth the Soviet Union. Took a while, but I got lucky in the end. 5% with 10 spies. I'm not sure, but doesn't high dissent in the target country increase the chance?
Why coup nation?? Just invade it and make it your puppet...:hmmm:
Cloak and Dagger Foreign Minister increases the chance of couping nations, as well as certain other ministers. Be sure you have all of them and 10 spies on the target country to get the biggest success chances.
