Yep. Go to data/world/map/base/ and open water_surface.tga. Just colour the entire surface with the colour you want the ocean to resemble. RTW doesn't display it exactly like the colour on water_surface, but it does go quite a long way.

That file will of course be in the campaign folder itself if you are using a provincial. I think there is some sort of alpha going on with the sea and definitely the land.
If you meant the camp map itself then C:\Program Files\Activision\Rome - Total War\Data\terrain\aerial_map\sea is the folder you need to tweak, but the contents need to be packed in order to be read. But Mak knows all about this.

Not the water surface colour, I've done that, the actual lapping waves, It's not a deal breaker but I want the water to look sepia, blue wave look odd.

And the sky reflected in the water, is that moddable, it gives a blue tinge to the sea.

Waves.tga.dds and sky_environment_summer.tga.dds in the data\terrain\aerial_map\sea folder will do it.
And they require packing .. hmm, maybe I'll just go with black..
Means having to read another tutorial, that would be about ten this week..
