I don't want to stop my campaign for the patch 1.05. I just want to add ships so that I can attack the Roman empire.

Go into export_descr_building:

Find "Dhow", "Galley", or "war galley", and add in scotland to the ownership (For some reason, Africa is counted for dhows, but they do not get it).

So for instance, add in the blue text to every entry with dhow:

              recruit_pool "dhow"  1   0.5   2  0  requires factions { middle_eastern, mesoamerican, scotland, african, } 
              recruit_pool "war galley"  1   0.5   2  0  requires factions { middle_eastern, mesoamerican, scotland, african, }
