Just wondering, does anyone know of any free to download photo-editing programs? It doesn't have to be on the same level as say...Photoshop but something similar in terms of editing options.

gimp is the best free photo editing tool out there
you can even edit RTW skins with it
A program I recently came across was Sketchup. Made by Google (free), it's more of a simpler CAD minded program rather than a photo-editing program but rather amazing nonetheless. I'm currently using it to mock up a 3D plan/diagram for a water cooling project I'm working on. I've only been using it for a short period but am finding it extremely simple to use. It's probably not for the hardcore graphic folks though.

Try using Gimp. If you are familiar with photoshop and have some problems getting over the interface and terminology differences try gimpshop - including the wonderfully titled 'Deweirdifier' to manage the windows.
