I think you misunderstood the "citizen" status we refer to;Citizens to us are all enlisted senators,the members that have enlisted themselves in the Senate aar.Also,keep in mind that we don't have any prerequisites for anyone who wants to join,just put your name to the Census and you are as solid citizen as any member here!For more information,see this.
