A good question to ask. To maintain a standing army, one that was ready to fight was extremely expensive. Its one thing to recruit an army and its another thing to maintain it. Upkeep has to do with maintaining an army by feeding men and horses, clothing them and off course paying them.( and corruption) This was one of the serious issues the factions and much more so the Romans had to deal with without treasury going broke.

In the Rio VII Mod you will notice how it differs from the Romans to the other factions and to each other faction in the game.
