    Men of Rome I am thankful for your support. I do however have important news that I bring, and issues that I wish your support on.

    I shall first inform you of the combined armies that we may now field near Croton.



    As you can see, thanks to our allies, we have numerical superiority and I have begun construction of rams so that we may attack within 3 months. This is all well and good.

    But there are places that need careful consideration. The first is our need for a navy. We currently have a small fleet composed of biremes and triremes that sits of the coast of Campania. It had seen so action and is a unneccesary burden upon the treasury. I would like to see it removed because it will not be used for action until we are able to mount a seabourne attack, for which we lack the men.



    However, please discuss this in the war-room if you deem it neccesary, but be quick, I'm not moving till this is voted on.

    My final suggestion is the raising of taxes to "Very High" wherever possible, which is in all provinces apart from Tarentum and the surrounding villages. Why should we raise taxes? Because if we raise taxes, we will breakeven(if rounded to the nearest hundred, a figure i will use from now on in finances.), and if we abandon the fleet, then we will make 500 denarii every 3 months. Men, with these measures we can begin the road to economic recovery.

    Some may say that the plebs are being robbed, but they are paying for their existance, just the same as us. All of Rome understands this. Even the mobs!

    I agree. Every measure that we can take to improve the financial situation must be accepted. Of course, this means that we have to post-pone any expansion outside Italy by a few years. But without money, no conquest can take place anyway.

    If getting rid of the navy would help Rome to save money, so be it. If raising the taxes will help, then it should be done. We cannot afford to have second thoughts on the matter.

    This would normally include down-sizing the field armies too. However, the Beast will come back soon so it would be foolish to do so. But when that "problem" is solved, then it would be a good thing to reduce the size of the army until we can afford it.

    It weighs heavy on my heart, taxing the already broken populace of this great nation even more. However, we must climb out of this whole. As long as the motion is put through as a temporary action only, then I shall vote yea on it.

    Is there no other alternative then than to tax further our populace? Couldn't we just disband some of the maniples and the navy to break even? I understand that it will take us much time,decades even but can we afford the political cost of further taxation?It could cause riots...

    I don't see disbanding our maniples an option right now. We are at war with a power that has access to the Ionian sea lanes. We can't be un-prepared if they decide to invade again.

    However, if after the taking of Croton the we negotiate peace with the Epriotes, that would be a different story.

    The populace might not like that we raise taxes. However, without the extra money, it will be impossible to maintain a decent army and therefore, protect the said populace.

    I understand that this is a difficult decision to make, but we have no other alternatives.

    There might be revolts. If they happen, then we will decide what to do (and maybe consider lowering taxes). But we are not there yet...

    For those who fear revolts, the cities of Rome, Capua, Ancona and Corfinium can bear these taxes without great strain. Tarentum though is still a hotbed of animosity and very high taxes there would end in open revolt.

    And also, this has not taken into account the conquest of Croton. Remember that this is a wealthy trading port and has fertile farmland. After the capture of Croton, we should be able to post much healthy figures.

    I see; Honestly now Consul,do you think that we can take Croton with minimum casualties? If not,why not let the Carthaginians do the heavy fighting for us?That way we can save some Roman lives and gain a city...Consider the fate of the Republic soldiers lives; Heed my warning and let the Punics fight the Epirotes out of Italy...

    As for the matter of taxes,I see the opposition's reason but for personal reasons I will vote negatively if such a motion is put on vote.I find it extremely unethical to burden our citizens more...Also,I wished to say that,while i am skeptical in the Res Publica losing the right of sea domination due to lack of a proper navy,I see that the navy we have now is equally weak as our economy.So,I agree in the disbandment of our naval forces for the time being.

    Very well, Regulus, though I would like to give you all some facts. Raising the taxes will increase the overal tax intake by 4,000 denarii a year, so if these were kept for the entire term of my consulship, we could expect 16,000 denarii extra from tax. We could if you wish it, as some senators would, have it limited to my consulshipm, and then discuss at the begining of the next term?

    I add my vote to this, but may I suggest that the tax hikes and disbanding the navy be put into the same vote? It could be called "Specific actions to counter the financial burden".

    If not, we will end up voting on the navy motion, then the tax motion and our consul will loose all his consulship time working on finances...

    I'm sorry to say this but that bill needs to be split apart.

    3. Any bill consisting of multiple pieces, and any removed materials should be voted on separate and treated as new bills.
    (from the constitution.)
