How to Add "perma forts" feature to SS5.0

Hi guys,

I'd like to use the perma forts feature from Kingoms in SS5.0 campaign. It's included in the Retrofit Mod, so the question would be, is there any way to implement this feature for SS5.0? If yes, could you tell me how to do it?
