Senators let us stay focused to the matter at hand; What is to be done?I can always destroy the remnants of the enemy with an attack from the second legion and even subjugate Bononia, but i must know on what I wait for. Will I have any reinforcements? The will of the senatus will be carried,Bononia will enter the Republic!

Ok, let us consolidate all the previous and chaotic motions into one.

Motion to allow the Consul to carry out his previously stated plan, including conscripting whatever men he requires to subdue the north.

I am starting a new motion to counter balance Cato and his veto happy ways:

Should it take a majority of Tribunes to veto something?

    Yay 1 Nay 0

Oh, and you can't veto this, thats cheating.

(is it possible to veto a veto actually can it be to overridden it with enough support? edit: well that new motion should decide then)

I would say it should be able to be over turned if both of the other tribunes agree. I think we need to discuses it more before we vote.

I agree that a discussion is necessary. I think today's events have shown that the tribunes veto is indeed a powerful tool. Too powerful though? I am not so sure.

Though we have suffered greatly at the hands of the barbarian horde, we MUST NOT forget the potential threat of Carthage. Barbarians are just that; barbarians. Let us use the tactics at out disposal and use their own numbers against them. Lure them into a battle at a river crossing where the terrain will make their numbers count for nothing. Once the barbarian threat is gone, we must prepare for defense against the nearing Gallic horde. After this we must muster a southern legion, whether for defense or offense will be told in time.

I motion that once we have taken Bononia, we reinforce the north with 1 full legion, in addition to the troops that will be in place after the victory. This will provide defense for what is obviously going to become a very volatile area.

I am not the Tribune, but I believe the proposal for a majority vote on tribunes veto is unconstatutional. I think that if we dont agree with a tribune who uses his veto to freely we should simply vote him out in the next election

    The following motion...

(Motion to allow the Consul to carry out his previously stated plan, including conscripting whatever men he requires to subdue the north.

    Yay 6 - 0 Nay)

...is passed. Consul Svlla now has imperium for the conquest of Cisalpine Gaul and the legions of Italia are now at his disposal unless the Senatus says otherwise.

As for the motion on requiring a veto to be agreed on by multiple tribunes:

I agree with Gaius Antonius Constantinius that this Tribune motion is unconstitutional. The Tribune is meant to be able to protect Rome from foolhardy motions. Unfortunately, though the position itself, along with the powers that go with it, is useful, we have seen today what happens when someone uses them for personal gain. However, as the good Constantinius proclaimed earlier, we can vote out a troublesome Tribune. I stand by tradition.

Should it take a majority of Tribunes to veto something?

Vetoed on the grounds of unconstitutionality. If you want to propose a change like this it requires all party members approval plus my and sanada's.

(and you wont get mine because with tribunes from different parties we may have problems representing the people)

"According to the general principle of the constitution, magistrates could forbid the acts of magistrates equal to or inferior to themselves. For this purpose the tribunes were deemed superior to all other officers. If a tribune exercised his veto no other tribune could annul it, for the veto could not be itself vetoed, but it was possible for another tribune to protect a definite individual from the consequences of disobedience. The number of the tribunes (ten) made it always possible that one might balk the action of another, except at times when popular feeling was strongly roused. In any case it was of little use for a tribune to move in any important matter unless he had secured the co-operation or at least the neutrality of all his colleagues. The veto was not, however, absolute in all directions. In some it was limited by statute; thus the law passed by Gaius Gracchus about the consular provinces did not permit a tribune to veto the annual decree of the senate concerning them. When there was a dictator at the head of the state, the veto was of no avail against him."
ooc: it is unconstitutional if we go by the roman system. and yes I actually toke the time to look this up(ok so it was 15 min but still)

We can't really do things completely historically as this is a game. That system is a bit complicated, no? But thanks for the research

Oh and its unconstitutional based on the way I designed the positions and sanada approved them.
